Axton Care Limited T/A Expertise Homecare (Cwm Taf) is committed to achieving Net Zero emissions by 2050.
Baseline Emissions Footprint
Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured.
Our primary sources of emissions include:
Scope 1 – Direct emissions
- Gas consumption within office premises. At present the Cwm Taf service does not operate company vehicles. Travel between customers’ homes will primarily be undertaken using staff members’ personal vehicles and is therefore reported within Scope 3 emissions.
Scope 2 – Energy
- Electricity consumption within our office premises
Scope 3 – Indirect emissions
- Staff travel between customers’ homes
- Staff commuting
- Purchased goods and services
- Waste disposal
- Digital infrastructure and IT use
At present, the largest contributor to our carbon footprint is staff travel between care visits, which is inherent to domiciliary care provision.

These baseline emissions have been estimated using operational data from a sister Expertise Homecare branch which operates under the same care delivery model. Actual emissions data will be monitored and reported annually once the Cwm Taf service has completed a full year of reporting and the branch-specific baseline is confirmed.
Emissions reduction projects
As the Cwm Taf service is newly established, the first operational year will be used to confirm a branch-specific emissions baseline. Following this, measurable emissions reduction targets will be implemented in line with the organisations commitment to achieving Net Zero by 2050.
Because domiciliary care requires travel within the community, our long-term approach will focus on reducing emissions intensity per service user, rather than relying solely on absolute reductions as the organisation grows.
Progress against these targets will be reviewed annually as part of our environmental monitoring processes.
Smarter Care Scheduling
We will use modern care planning technology to optimise staff rotas and minimise travel distances between care visits. This reduces both fuel consumption and travel time.
Localised Recruitment
We prioritise recruiting carers within the communities they serve, allowing staff to walk, cycle, or travel short distances to clients.
Digital Care Systems
We use digital care planning and electronic records, significantly reducing paper usage and administrative printing.
Energy Efficiency
Our offices use:
- LED lighting
- Energy-efficient equipment
- Responsible energy usage policies
Remote Management
Where appropriate, virtual meetings and digital communication are used to reduce unnecessary travel.
Planned Carbon Reduction Projects
In addition to the measures already planned, Axton Care Limited intends to introduce further initiatives including:
- The gradual transition to hybrid vehicles for company vehicles where practical
- Further optimisation of care scheduling software to reduce unnecessary travel between visits.
- Increasing the use of remote meetings and digital training to reduce travel requirements
- Continued reduction in paper usage through digital systems
- Working with suppliers who demonstrate environmentally responsible practices
- Encouraging staff to work locally where possible to minimise commuting distances
These initiatives will contribute to achieving our Net Zero commitment by 2050.

As the Cwm Taf branch is in its early stages, current emissions are relatively low. As the service grows and supports a larger number of people within the community, total emissions may increase in line with operational activity. Our long-term carbon reduction strategy therefore focuses on reducing emissions intensity per service user, achieved through localised recruitment, geographically optimised care scheduling and the adoption of lower-emission technologies over time. This approach ensures that environmental impact is minimised while enabling sustainable service growth.
Additional Environmental Impact of Community-Based Care
In addition to reducing emissions within our own operations, domiciliary care services can contribute to wider environmental sustainability within the health and social care system. Supporting people to remain safely in their own homes can reduce reliance on hospital admissions, emergency transport and residential care placements, all of which typically have significantly higher associated carbon footprints.
By delivering efficient, community-based care through localised staffing and optimised scheduling, Expertise Homecare (Cwm Taf) supports a model of care that aligns with the principles of sustainable healthcare. Our approach also supports the principles of the Well-being of Future Generations (Wales) Act 2015, particularly the goals of a Healthier Wales, a Resilient Wales and a Globally Responsible Wales, by delivering care that minimises environmental impact while supporting people to live independently within their local communities.
Expertise Homecare’s service model supports both environmental sustainability and local economic wellbeing. By prioritising the recruitment of care professionals within the communities they serve, we minimise travel distances between care visits while creating local employment opportunities. This approach not only reduces transport-related emissions but also strengthens community resilience by ensuring that care is delivered by staff who understand and are embedded within the local area. Wherever possible, we design care rotas geographically so that carers support people within their own communities, further reducing travel time, emissions and operational inefficiencies.
Declaration and Sign Off
This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance and reporting standard for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard and uses the appropriate Government emission conversion factors for greenhouse gas company reporting.
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard.
This Carbon Reduction Plan has been reviewed and signed off by the director.
